Project Updates

May 5, 2022

With road restrictions lifted the development is scheduling the completion of the final lift of asphalt, curb ramp improvements, and any remaining minor punch list items. While major public infrastructure construction is wrapping up, the development continues to construct homes through the building permit process.

August 26, 2021

The development is currently under the building permit phase as all public utilities and the base course of the public streets have all been installed.  Final wear course (the top lift of bituminous) will be placed next year to allow for a freeze-thaw cycle to occur.

June 7, 2021

Temporary asphalt along Lucy Ridge Lane and the abandonment of the Ruby Lane stub road have begun and are anticipated to be completed by next week.  The street section and curb work associated with the public streets (Lucy Ridge Lane area and Della Drive) will also begin this week, and are anticipated to be completed by next week.

May 28, 2021

The work associated with the watermain crossing at Galpin Boulevard and Wynsong Lane has reached substantial completion. The contractor has tentatively scheduled to restore the bituminous sections removed on Galpin Boulevard and the public trail on Tuesday, June 2nd due to saturated conditions associated with recent inclement weather.

May 27, 2021

In anticipation for completing a watermain crossing across Galpin Blvd, the contractor asked for permission to work extended hours into the evening on 5/26 to 9PM which was granted by the City.  The work took much longer than they expected and ended up going late into the night.  The work had to be completed and could not be stopped partially complete.  We apologize for the inconvenience this may have caused.  This type of activity and late working hours will not be a reoccurring instance, this was a unique case to complete difficult utility work across a County Road that needed to be completed.

May 20, 2021

Due to construction delays the watermain work at the intersection of Galpin Boulevard and Wynsong Lane began on
May 19th.  Galpin Blvd will be partially closed (one lane to remain open) for this work and flaggers will be present. It is anticipated that this work will last for approximately 7 days, weather permitting. Please use caution and drive carefully through the construction zone.

May 7, 2021

Watermain work at the intersection of Galpin Boulevard and Wynsong Lane is planned for May 15-21 which will impact the traveling public, this work will also require the temporary closure of the trail in this area. The contractor does not anticipate needing the full 7-day period to complete work in the area, however in the event of inclement weather or other unforeseen events they have requested the County permit for this duration. The watermain work is required to provide water to the properties being developed off Della Drive.

April 28, 2021

Watermain work off of the stubbed dead-end of Ruby Lane will begin on April 29th. This watermain extension was an original condition of approval associated with the development as it was determined to be necessary to eliminate possible water supply issues for the residents off the long cul-de-sac, Della Drive (for example, if there was a watermain break at the throat of the Della Drive, this watermain extension could supply water to a portion of Della Drive as a "back feed"). The contractor will be taking all necessary measures to ensure as minimal of impact as possible.

The City will be facilitating a Neighborhood Meeting regarding The Bluffs at Lake Lucy, to take place via Zoom on Wednesday, December 2, 2020 at 3:00pm.  Interested residents will be able to ask questions of the City, Developer and Builder. Some topics to be discussed are the schedule for the overall build-out (land development and home building), construction traffic, along with other inquiries that may come up.  Anyone interested in specific Zoom login information, please contact Erik Henricksen at 952-227-1165 or

The contractors have installed sewer and water utilities in the Lucy Ridge Lane and Topaz Circle area, and have completed the street construction, with exception of curb and gutter, which couldn’t get installed due to late season weather conditions.  As such, a temporary bituminous surface is being installed in order to maintain construction access over the winter.  Permits for home construction are expected to begin over the next few weeks.

November 18, 2020

Contractors plan to begin hauling sand and gravel to build the streets within the development starting on Thursday.  There will be a significant amount of trucks hauling over the next few days.  The developer has been instructed to watch their speeds and drive cautiously.   There may be trucks waiting temporarily in the neighborhood, but they have been instructed to minimize any temporary staging and utilize re-routing and staging outside of the neighborhood.  There has also been planning to have a street sweeper on-site at the end of each day.  The developer has indicated there may be a need to haul on Saturday, but they are trying to avoid that scenario. This information has also been distributed to the head of the Lucy Ridge HOA.

November 9, 2020-Change

The contractor has cancelled the water shut down for today due to pending rain.  Residents are being re-notified for tomorrow.

November 9, 2020

On Monday, November 9th, construction crews will be turning off the water between 9:00 AM to 1:00 PM to make connections to the water main.  The homes that will be affected are listed below.  Please plan accordingly.

The contractors will try to keep the disruption to a minimum during this time.  We are sorry for this inconvenience.
